How to Use Strength Outside of Battle
Simply teaching your Pokémon Strength is not enough. To use Strength outside of battle, you must defeat Erika in Celadon City and obtain the Rainbow Badge.
Once you have the Rainbow Badge, interact with a large boulder while you have a Pokémon that knows Strength in your party to push it.

Strength in Battle
Strength is a Normal-type move with 80 Base Power with perfect accuracy. It is usable throughout the game with no drawbacks. So it is safe to teach a physical attacker on your team.
Although Strength has a decent base power of 80. Normal does not hit anything for Super-effective damage. But it is one of the more practical HMs; you can teach it to a main party member.
