Prerequisites: What You Need Before You Can Get HM02 Fly
Before you try to get Fly, there are two conditions you need to meet:

- You must have reached Celadon City in your game.
Where to Get HM02 Fly
Step 1: Head to Route 16

- From Celadon City, go west to enter Route 16.
- You will see a small tree blocking a side path on Route 16.
- Use Cut to remove the tree and access the area.
Step 2: Enter the Hidden House
- After cutting the tree, follow the path to find a house.
- Enter the house and speak to the woman inside.
- She will give you HM02 Fly.

How to Use Fly Outside of Battle
Simply teaching your Pokémon Fly is not enough. To use Fly outside of battle, you must defeat Lt. Surge in Vermilion City and obtain the Thunder Badge.
Once you have the Thunder Badge, open your party menu, select a Pokémon that knows Fly, and choose a destination from the map of previously visited locations.

Fly in Battle
Fly is a two-turn Flying-type move:
- On the first turn, the user flies up and becomes untargetable by most moves.
- On the second turn, it strikes the opponent.
- It has a serviceable Base Power of 70, so it can be used in battle.
- But since it’s a two-turn move, it can be detrimental sometimes, so use this move carefully.
Because it is very useful for fast-travel and somewhat strong. You can teach Fly to a main team member, such as a Pidgeot or Fearow. But it can be a hindrance in some battles due to its two-turn nature.
